NirnSteel UI is my personal take on making the ESO HUD feel a bit cleaner, sharper, and more responsive without changing the whole game.
It is split into separate modules, so you can keep the parts you like and turn off the rest.
It should also play nicely with other UI addons.
What it includes:
Resource Bars
Adds custom health, magicka, and stamina bars with shield overlay support, text options, pulse feedback, and extra styling tweaks
Action Bar Frames
Changes the action bar frame style and adds a small use animation when you press a skill. It can also show a global cooldown look.

Loot History
Custom loot popups with sound feedback and a bit more emphasis on good drops, especially legendary items. Regular loot gets a nice sound too, so opening and looting feels more satisfying.

Experience Tracker
Replaces the stock XP / Champion bar with a custom tracker that shows progress, gain text, champion icon, and a level-up animation. It also uses a satisfying sound when you gain XP or level up, so the moment feels more rewarding.

Cast Bar
A custom cast bar with a cleaner look, optional icon, time display, and animation settings.

Damage Numbers
Custom combat text with font and effect options, crit sound support, and more control over how damage numbers look and behave. Critical hits get their own punchier sound for extra impact.

Kill Sound
Plays a sound when you get a kill, just for a bit of extra feedback.
Adventure Camera
Switches to a different third-person camera setup in combat and goes back to your normal view outside of it. It is meant to feel a little tighter and more action-focused.
Compass
Gives the compass a different visual style so it fits better with the rest of the UI.
All modules can be turned on or off individually, moved to fit your setup, and customized to your liking.
