Library for creating UIs for combat mechanics.

NOTE: This library is included as a part of Combat Alerts, and users of that addon will already have this library and do not need to install this standalone version. This standalone version exists to give people an option to use LCA without installing CCA.

This library is a work-in-progress; there are still elements of CCA, such as the timer bars, that will be migrated to LCA eventually.
