Standalone library for LibSimpleArrow by @andy.s

This is a standalone library for LibSimpleArrow to be used with any addon using this library so they don’t have to bundle it with their addon. This will make addons more compatible with Minion on it’s future releases.

Addon authors should use this library and no longer bundle it with their addons.
