Stand alone version of LibUnits2 by @andy.s

I decided to upload this library as a standalone so other addons could use just the single library instead of bundling with their addon. This will also make it more Minion friendly for future releases of Minion.

Addon authors using LibUnits2 should use this library as a dependency and no longer bundle the library with their addon.
