Luckily, the Frostcursed Plate Boots aren’t difficult to get. They drop from a treasure chest inside the Well of Tragedy Grotto next to the Tariv Town. Tariv is located far north of Demeniss.
To enter the cave you must slash through the waterfall with the Stab skill (Shift + Rightclick). This is how you get through all waterfalls that have a cave behind them.
Once in there, open the treasure chest and you will be rewarded with the Frostcursed Plate Boots.
